Vice Admiral Jeffrey “Jeff” L. Fowler, US Navy (retired), is a distinguished 32-year career submariner from Bismarck, North Dakota.
A 1978 graduate of the U.S. Naval Academy with a Bachelor of Science in Mechanical Engineering earned with distinction, he completed Navy nuclear propulsion training and served on submarines including Bremerton (SSN-698), Alaska (SSBN-732), Montpelier (SSN-765), Hyman G. Rickover (SSN-709), and as commanding officer of Charlotte (SSN-766).
He commanded Submarine Squadron Three’s eight fast-attack nuclear-powered submarines, with deployments across the Atlantic, Pacific, Indian, Arctic Oceans, and Persian Gulf; ashore roles included submarine tactics instructor, Nuclear Propulsion Examining Board member, and staff positions with the Chief of Naval Operations and U.S. Strategic Command.
Fowler holds master’s degrees in Business Administration from Chaminade University of Honolulu and Public Administration from Harvard’s John F. Kennedy School of Government.
Selected to flag officer rank, Fowler served as Commander, Navy Recruiting Command overseeing nationwide active and reserve recruiting; Commander, Submarine Group 8 in Naples, Italy, managing multinational submarine operations; and as the 60th Superintendent of the U.S. Naval Academy from 2007 to 2010. Retiring in 2010 after distinguished service, he advanced to Senior Vice President at Strayer Education, executive roles at three small/medium government contracting companies—including President of Golden Key Group and AOC—and currently contributes his expertise to AMP Technologies in advanced motor technology and renewable energy initiatives.
His leadership philosophy emphasizes building value through listening, learning, and leading, with proven success in team building, global operations, strategic planning, and recruitment across military and civilian sectors.
